Personally I contend that the sequence is a bit less involved than described by Ackoff. Knowledge is a fluid mix of framed experience, values, contextual information, expert insight and grounded intuition that provides an environment and framework for evaluating and incorporating new experiences and information.
One objection offered by Zins is that, while knowledge may be an exclusively cognitive phenomenon, widom difficulty in pointing to a given fact as being distinctively information or knowledge, but not both, makes the DIKW model unworkable.
